STATEMENT OF PATIENT RIGHTS AND RESPONSIBILITIES

The Governing Board of Russell Regional Hospital has established this statement in recognition of the hospitalís responsibility to adhere to patientsí rights and to recognize the patientsí responsibilities in efforts to offer the highest quality of care possible. Russell Regional Hospital is county owned, privately managed, not-for-profit facility. Russell Regional Hospital does not discriminate against patients with regard to age, sex, religion, race, ethnicity, national origin, mental or physical disability, sexual orientation, genetic information, or source of payment.

PATIENT'S RIGHTS

Patients have a right to:

  • Be informed of his or her rights in advance of furnishing or discontinuing patient care whenever possible;
  • File a grievance and to be informed of the process to review and resolve the grievances.
  • Request visits from his/hers pastor or minister.
  • Receive current, clear, and complete information concerning his/her diagnosis, treatment, prognosis, and to fully participate in all decisions related to his/her plan of care.
  • Make health care decisions. Each patient has the right to the information necessary to make treatment decisions reflecting the patient's wished and to request a change in his physician or transfer to another health facility due to religious or other reasons.
  • Assistance in obtaining consultation with another physician or practitioner at the patient's request and own expense.
  • Respectful care given by competent personnel.
  • Upon request, to be given the name of his attending physician, the names of all other practitioners directly participating in his care and the names and functions of other health care persons having direct contact with the patient.
  • Formulate advance directives and appoint a surrogate to make health care decisions on the patient's behalf to the extent permitted by law.
  • Privacy and to receive care in a safe, clean, and secure environment.
  • Not be subjected to verbal and/or physical abuse and/or harassment.
  • Have all communications, including medical records, treated with confidentiality.
  • Each patient or patients legally designated representative has access to the information contained in the patient's medical record within the limits of state law.
  • Respectful and considerate care from all staff members at the Russell Regional Hospital.
  • To hospital services without discrimination based upon his race, color, religion, sex, nation of origin or source of payment.
  • A fair and efficient process for resolving conflicts with his/her health plans, health care providers, and the Russell Regional Hospital.
  • Have a family member or representative of his/her choice and his/her own physician notified promptly after hospital admission.
  • Access emergency health care services when and where the need arises.
  • An explanation for the need to be transferred.
  • Communicate with persons and services inside and outside the hospital, including the availability of interpretation services.
  • Receive a copy and/or an explanation of their itemized total hospital bill.
  • Be free from the use of seclusion and/or restraints, including drugs, unless used as a last resort, in accordance with the patientís plan of care, in the least restrictive manner possible and removed or ended at the earliest possible time.
  • Refuse experimentation effecting.
  • Patients, their family or surrogate decision maker(s) have the right to make an informed consent for or refusal for treatment and procedures.
  • Access protective services.
  • Be informed of the facilities policies regarding patient's rights during the admissions process.
  • Quick responses to pain.

PATIENTS RESPONSIBILITY

Patients have the responsibility to:

  • Patients take responsibility for maximizing healthy habits, such as exercising, not smoking, and eating a healthy diet.
  • Patients become involved in specific health care decisions.
  • Patients respect other patients and hospital personnel and avoid knowingly spreading disease.
  • Patients recognize the reality of risks and limits of the science of medical care and the human fallibility of the health care professional.
  • Patients are aware of a health care providerís obligation to be reasonably efficient and equitable in providing care to other patients and the community.
  • Patients, to the best of their knowledge, disclose relevant information relating to his/her health and clearly communicate wants and needs.
  • Patients are responsible for working collaboratively with health care providers in developing and carrying out agreed-upon treatment plans.
  • Patients make a good-faith effort to meet financial obligations.
  • Patients become knowledgeable about his or her health plan coverage and health plan options (when available).
  • Patients abide by administrative and operational procedures of health plans, health care providers, and Government health benefit programs.
  • Patients report wrongdoing and fraud to appropriate resources or legal authorities.
